But not far away, in the same city of Berlin, Karl Liebknecht was about to proclaim a new socialist republic and to appeal for support from the revolutionary masses. It was not possible for the SPD to exercise effective authority unless they had the backing of at least some of the independent socialists. Thus a Council of People’s Commissars was formed, consisting of three SPD leaders and three from the USPD, in a conscious bid to outmanoeuvre the Berlin Revolutionary Shop Stewards who were working to bring about a revolutionary uprising in the capital city.

But the vital contest was seen as being in the highly industrialised area of Upper Silesia. Both German and Polish volunteer units sought to influence the outcome by intimidating opponents. French troops, despatched to the area to keep the peace, openly sided with the Poles. As a result of all the disorder, the plebiscite was postponed until March 1921. Of the votes cast, 60 per cent, 717,000, favoured incorporation into Germany. The remaining 40 per cent, 433,000, demanded inclusion into Poland.

It saw growing tensions between Ebert and the SPD on the one hand, and their USPD partners, who found themselves being continually pulled to the left by the revolutionary activities of the Marxist groups. While Ebert’s concern was to ease the transition from war to peace for millions of returning soldiers and try to alleviate some of the economic hardship and food shortages facing large sections of the population, his Marxist rivals were planning street demonstrations and revolutionary uprisings.
